President Emomali Rahmon has introduced a number of staff changes.

President’s Adviser for National Security Sherali Khayrulloyev has been retired for age reasons.  Khairulloyev had served as the Adviser to the President for National Security since January 25, 2014.

Prior to this, Khairulloyev served as Minister of Defense from April 7, 1995 to 2013.  He resigned in 2013 due to health issues.  On January 25, 2014, The President of Tajikistan Emomali Rahmon appointed him the Advisor to the President for National Security.   

Sherali Khayrulloyev graduated from the Faculty of Economics at Tajik National University in 1970 and Moscow Finance Institute in 1974.   .

He joined the Soviet Army in 1970, and served as a brigade battalion accountancy director.  From 1977 to 1988, he served at the Interior Ministry of the Tajik Soviet Socialist Republic. From 1988 to 1995, he served as Deputy Minister for Internal Affairs Tajikistan. 

By president’s decree Zarif Alizoda, formerly the Human Rights Ombudsman of Tajikistan, was appointed the Adviser to the President for Legal Issues and President’s Plenipotentiary Representative to the Parliament, replacing Mahmadali Vatanzoda, who was appointed the Security Council Secretary.

Umed Bobozoda, who had previously served as Adviser at the Department of President’s Adviser for Legal Issues, was appointed the Human Rights Ombudsman of Tajikistan. 

Besides, Senior Consultant at President’s Secretariat Matloubkhon Davlatov was retired for age reasons.  He had served Senior Consultant at President’s Secretariat since November 18, 2013.  Prior to this, he had served as First Deputy Prime Minister since January 5, 2012.  From March 2010 to January 5, 2012, Davlatov served as Head of President’s Executive Office.
