The plenary meeting of the OSCE Forum for Security Cooperation (FSC) dedicated to the implementation of the UN Security Council Resolution 1325 (UNSCR 1325) took place in Vienna under Tajikistan’s Chairmanship on June 5, according to the Tajik MFA information department.

Presenting the concept of the regular plenary meeting, the Chairperson of the FSC, the Permanent Representative of Tajikistan to the OSCE, Mr. Idibek Qalandar, reportedly noted a positive shift in the OSCE participating States in the awareness of the women’s role in improving the security sector efficiency, as well as the importance of women’s participation in the decision-making process based on the OSCE Concept of Comprehensive and Cooperative Security and other framework documents stimulating the implementation of the UNSCR 1325.

The meeting provided a platform to the permanent delegations of the OSCE participating States for the exchange of knowledge and expertise in enhancing the participation of women in the security sector.  Furthermore, the delegations have discussed the OSCE’s role and assistance in the implementation of reforms by the participating States aimed at due consideration of the gender issues in the security sector, governance, justice system and civil society.

It is worth noting that the Government of Tajikistan adopted the first National Action Plan (NAP) for 2014-2017 for the implementation of the UNSCR 1325 on July 23, 2014.  To this end, three working groups (within the Committee for Women and Family Affairs, the Ministry of Justice and the Prosecutor-General's Office) have been established in Tajikistan to consider the improvement of the gender legislation in specific areas.  Based on the lessons learned from the first NAP, the second National Action Plan for 2019-2022 is expected to be adopted in the upcoming days.
