On Tuesday October 29, Tajikistan's Ministry of Transport launched the Center for Digitalization of the Transport Sector, the Regional Center for Transport Diplomacy, and the Scientific Research Institute for Transport Infrastructure Design.

The Tajik president’s official website says the inauguration ceremony was attended by President Emomali Rahmon and Dushanbe Mayor Rustam Emomali.

 

State-owned Center for Digitalization of the Transport Sector

The Center for Digitalization was created to advance the digital transformation of Tajikistan’s transport industry, implementing digital systems to control vehicle movement, even in remote regions. The center includes modules for monitoring and managing transportation assets, as well as services for processing license and permit applications. Of the 30 planned digitalization modules, 13 are currently operational.


These modules include GPS-enabled monitoring of road equipment and dynamic scales to prevent overweight vehicles from moving on the roads. The president was informed about the creation of a contact center with a short number, 8808, providing enhanced support by offering information on licenses, permits, travel sheets, and cargo availability.

The contact center also accepts orders for cargo and passenger transport from across Tajikistan and abroad. The center comprises various departments, including the Road Asset Management System, Programmer and Cybersecurity Management, Intelligent Transport Systems Management, and Digital Logistics. Each division is responsible for specific functions, such as asset tracking, identifying road assets, and executing digitalization programs. The center’s electronic system is integrated with the Tax Committee and Innovation Agency, streamlining transportation services, with all cargo transport and storage data now accessible in electronic format.

The digitalization of the transport sector is the process of integrating digital technologies into the transportation industry to improve efficiency and reduce costs. 

 

The Regional Center for Transport Diplomacy

The Regional Center for Transport Diplomacy will train specialists to safeguard Tajikistan's interests in the transportation sector and strengthen the country’s regional position.  The center’s primary goal is to enhance participants' diplomatic skills, enabling them to effectively represent, promote, and protect Tajikistan's transportation interests and solidify the country’s standing in the region.


To fulfill its strategy, the Center is actively establishing partnerships to attract foreign investments, which will support the development of transport infrastructure and services.  The Center also plans to collaborate with experienced experts from neighboring countries to develop a unified regional transportation policy, fostering mutually beneficial relations within Central Asia and ensuring an integrated approach to regional transportation development.

Transport diplomacy is the practice of identifying and managing conflicts between actors involved in transportation initiatives.  It can also include: foreseeing how crises will impact the political agenda; identifying the values behind conflicts; promoting political transparency; being aware of inequalities among different sectors of the population; and being aware of privileges granted to certain actors

 

State-owned Scientific Research Institute for Transport Infrastructure Design

This institute specializes in research and design within the transport sector. Its laboratory has sections for testing various materials, including concrete, asphalt, and chemicals, equipped with state-of-the-art technology. Two mobile laboratories with diagnostic and ground-penetrating radar systems allow for on-site testing in varied conditions.


The advanced equipment and skilled personnel enable the laboratories to conduct over 100 types of testing operations using both traditional and modern methods, providing designers with precise results needed for project development.

Transport infrastructure design is the process of planning and creating the physical and digital infrastructure that allows people and goods to move, such as roads, bridges, and railways.
