On the sidelines of the Central Asia + Japan Business Forum in Tokyo, the IT Park Dushanbe of Tajikistan, IT Park Uzbekistan, and Astana Hub of Kazakhstan signed a trilateral cooperation agreement. The agreement aims to enhance collaboration in the fields of digital economy, information technology, and innovation ecosystems, while creating favorable conditions for the integration of digital infrastructure and human capital across Central Asia.
The agreement outlines plans to strengthen cooperation between the IT parks, enabling their residents to exchange expertise, implement joint projects, and access regional and international markets. Additionally, the three parties agreed to cooperate on IT park management and development, supporting startups and innovative entrepreneurship, as well as implementing digital solutions in areas such as artificial intelligence and cybersecurity.
The agreement also includes provisions for attracting investment and organizing joint events involving representatives from both the public and private sectors.
A key step in Central Asia's digital transformation
This cooperation follows the opening of IT Park Dushanbe on April 7, 2025 — Tajikistan's first fully-fledged innovation center aimed at advancing the digital economy and technology. The opening ceremony was attended by Dushanbe Mayor Rustam Emomali and representatives from leading companies in the country.
IT Park Dushanbe offers companies tax incentives and government support, significantly easing the process of launching and developing IT businesses. This is especially important for young teams, fintech companies, and developers who previously faced bureaucratic hurdles and high costs.
Why become a resident of IT park?
The main objective of IT Park is to foster the development of the digital economy and provide comprehensive support to residents engaged in the IT sector. The center offers several benefits and guarantees for its residents, including:
· 0% tax on profits, VAT, dividends, and local taxes;
· Reduced income and social tax rates;
· Creation of a favorable environment for technological growth and international cooperation.
Who can become a resident of IT park?
To become a resident of IT Park, an entity must either be a legal entity or an individual entrepreneur (IE) registered in Tajikistan. Additionally, the entity or IE must operate in accordance with the government decree of Tajikistan No. 440, dated July 31, 2024.
According to the decree, the activities of IT Park residents may cover various aspects of innovation development, including blockchain, cloud storage, artificial intelligence, and more. The primary goal is to support the development of innovation within the country.
If a company meets these criteria, it can apply via the IT Park website. Applications are reviewed within five days, with the main selection criterion being the presence of a business plan and its adherence.
This agreement between the IT parks of Tajikistan, Uzbekistan, and Kazakhstan marks a significant step in advancing digital innovation and collaboration in Central Asia, creating new opportunities for businesses to grow and thrive in the digital age.
