KHUJAND, December 13, 2011 Asia-Plus  -- Former deputy Isfara mayor, Bahrom Boboyev, 53, faces the charge of land fraud, according to the Sughd police directorate.

The source says criminal proceedings have been instituted against Boboyev under the provisions of two articles of Tajikistan’s Penal Code: Article 247 (4) – fraud; and Article 316 (2) – misuse of powers.

A 54-year-old resident of the Surkh jamoat, Hoshim Azizov, has been detained along with Bahrom Boboyev.  The charge of fraud has been brought against Azizov.

Acting in collusion with Azizov, Boboyev allegedly received 44,000 somoni from local woman in January 2010 for allotment of land and applied the sum of money to his own use.

“The preliminary investigation has established that it was not the only case when Boboyev and his partner in crime swindled unsuspecting people,” said the source.  “H.G. from the Chorkuh Jamoat has also become a victim of their scam.  They received 125,000 Russian rubles from H.G., promising to allot a land parcel to him.  Besides, Boboyev and Azizov received 5,300 U.S. dollars from the Navgilem jamoat resident in December 2009, promising to allot a land parcel to him.  They applied the sums to their own use.”

According to data from the anticorruption agency’s office in Sughd province, 65 cases of fraud and 10 cases of misuse of powers have been registered in the area over the first nine months of this year.
