A United Nations discussion in New York saw Tajikistan introduce a Resolution on Artificial Intelligence (AI) aimed at establishing international regulatory mechanisms.

An official source within the Ministry of Industry and New Technologies of Tajikistan (MoINT) says the resolution seeks to balance technological progress and security while ensuring the interests of developing countries are taken into account.  

The initiative received support from several permanent representatives of other nations, who acknowledged its importance for global scientific and technological advancement.

 

Tajikistan’s AI regulation concept

Tajikistan presented a horizontal self-regulation approach for AI in Central Asia, focusing on:

  • Supporting AI startups in the region.
  • Establishing a Regional AI Center, which would serve as a hub for computing power, joint research, and data-sharing to promote transparent and effective AI development.

 

Representing Tajikistan at the meeting were:

  • Sherali Kabir, Minister of Industry and New Technologies.
  • Khurshed Mirzo, Director of the Agency for Innovation and Digital Technologies.
  • Jonibek Hikmat, Tajikistan’s Permanent Representative to the UN.

 

They emphasized Tajikistan’s commitment to international AI cooperation, advocating for ethical standards and secure conditions for technological growth.

 

AI as a development and security tool

In his speech, Sherali Kabir highlighted that AI regulation should not restrict innovation, but rather facilitate its integration into the economy.

He stressed that Tajikistan views AI not only as a development tool but also as a global security factor, necessitating clear and transparent governance frameworks.

  • A unified AI self-regulation space, where countries with different technological capabilities can implement advanced solutions while protecting national interests.
  • Joint research and data-sharing initiatives among nations to accelerate AI advancements.
