DUSHANBE, April 30, Asia-Plus - President Emomali Rahmonov today addressed the sixth joint session of Tajikistan’s parliament.

In his address, the head of state outlined priorities and main directions of domestic and foreign policy of the country, as well as touched upon issues related to regulation rituals of national tradition practiced by the people, energy independence of the country, fight against corruption, etc. 

On the energy situation, the president said that 4.5 billion somonis will go to implementing hydroelectricity projects in the country in the coming three year.  80 mini hydropower plants are expected to be built in remote mountain areas of the country over the report period, according to him. 

The president also charged relevant bodies to take measures to attract private capital as well as capital of state-run companies in the construction of hydropower and thermal electric power stations in the country.  “According to international experts, shortage of clean water may be come one of the main problems in the coming 25-30 years,” said Rahmon.  “Tajikistan, being rich in water resources, is ready to provide needed countries with clean water.”    

He also pointed to the necessity of enhancing the country’s education sector.  Rahmon, in particular, harshly criticized a poor level of education at secondary schools.        

On the human rights situation in the country, Rahmon noted that time has come to establish an independent institution of human rights in the country.

We will recall that in last year’s address President Rahmon focused on issues of fighting corruption.  Rahmon said he was prepared to take "tough measures" to clamp down on corruption.  He urged officials to voluntarily declare their real estate and other property -- a move he said would spare them from being confiscated.

The tenth session of the Majlisi Milli (Tajikistan’s upper chamber of parliament) will be held in Dushanbe today afternoon.  The session is supposed to consider and confirm a number of laws adopted by the Majlisi Namoyandagon (Tajikistan’s lower chamber of parliament) this year.
