On February 4, President of Tajikistan Emomali Rahmon appointed Yusuf Rahmon, who had previously served as Prosecutor-General of the country, as the Secretary of the Security Council, the president’s official website reports.
Rahmon replaces Nasrullo Mahmoudzoda, who had held the position since 2020. On January 21, 2025, Mahmoudzoda was relieved of his post as the Security Council Secretary "due to the transfer to another job,” though his new appointment has not yet been announced.
The 58-year-old Yusuf Rahmon had served as Prosecutor-General for 10 years before being dismissed from this position on January 23, 2025.
Under his leadership, the Prosecutor General’s Office remained one of the most closed government institutions. He was reluctant to provide information, and officials often required written requests even for simple inquiries. Responses were usually delayed or vague, making it difficult to obtain accurate information.
Additionally, on February 4, President Rahmon, who is also the Head of the Government, issued decrees appointing:
· Habibullo Vohidzoda as the Prosecutor General of Tajikistan;
· Firdavs Hayotzoda as Deputy Prosecutor General – Chief Military Prosecutor of Tajikistan;
· Khairiddin Qosimzoda as Deputy Prosecutor General of the country.
As previously reported, a session of the Majlisi Milli (Tajikistan’s upper chamber of parliament) took place in Dushanbe on February 3. The session reportedly discussed forty-four issues, including the giving of consent to the relieving of the prosecutor-general and appointment of the new prosecutor-general.
Yusuf Rahmon was relieved of his post of Prosecutor-General of Tajikistan and the Majlisi Milli gave consent to the appointment of Habibullo Vohidzoda as the Prosecutor-General of Tajikistan.
Under Tajikistan’s Constitution, the powers of the Majlisi Milli, in particular, include the giving of consent to the appointment and relieving of the Procurator General and his deputies.
The Security Council of Tajikistan, which had previously been an independent government boy, is now subordinate to President’s Executive Office.
On June 13, 2018, the Majlisi Namoyandagon (Tajikistan’s lower chamber of parliament) endorsed amendments proposed by the government to the country’s law on security. Under these amendments, the Security Council is now subordinate to President’s Executive Office.
The Security Council of the Republic of Tajikistan is a consultative body of Tajik Resident that works out the President's decisions on national security affairs. Composed of key ministers and agency heads and chaired by the President of Tajikistan, the Security Council was established to be a forum for coordinating and integrating national security policy.
