DUSHANBE, November 15, Asia-Plus - Amendments to the RT Law “On Applications of Citizens” have caused lively discussions at the seventh session of the Majlisi Milli (Tajikistan’s upper chamber of parliament) that was held today.  

Mahkam Mahmoudov, the head of the Majlisi Milli Committee on Constitution, Legality and Human Rights, said the amendments to the law provide for registration of verbal applications, “and state bodies should answer to these applications.”  

Besides, under the amendments anonymous applications will not be considered, according to him.  “Now, repeated complaints and applications lodged in three years after an infringement took place will not be considered as well,” Mahmoudov said.  

Mahmoudov added that the amendments also provide for the right of citizens to appeal to any international human rights organization if he is not satisfied with response of the state or any other body of Tajikistan.  

According to the Majlisi Milli speaker Mahmadsaid Ubaidulloyev, it is also necessary to regulate the procedure of consideration of applications coming through Internet and e-mail.

The session also endorsed amendments to the laws on diplomatic service, on local bodies of state power and on accounting, as well as seconded the new law on the association of water users.
