The Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE PA) has designated the Wagner Group as a "terrorist organization", underscoring that Moscow stands as a "state sponsor" behind the paramilitary unit.

Parliamentarians of the OSCE participating States, met in annual session in. Vancouver from June 30 to July 4, 2023 as the Parliamentary dimension of the OSCE to assess developments and challenges relating to security and cooperation, with a view to strengthening regional security by fostering democratic and inclusive societies.

The OSCE Parliamentary Assembly’s Vancouver Declaration expresses “unwavering support for Ukraine’s independence, sovereignty and territorial integrity” and condemns “the Russian Federation’s war of aggression against Ukraine” as “a clear, gross and uncorrected violation of Helsinki principles, as well as a complete transgression of the Charter of Paris for a New Europe.”

Under the Vancouver Declaration, the parliamentary assembly called on member states to recognize the terroristic nature of the Wagner Group and its actions" by taking actions to "thwart malign presence" of the paramilitary forces and their partners.  In addition, the declaration urged participating states to condemn Russia's "crimes" and demanded that Moscow immediately withdraw all of its forces and put an end to its "illegal war of aggression against Ukraine."

Additionally, the OSCE parliamentary assembly called on Belarus to promptly cease support for Moscow's war in Ukraine.
